From Chapter 17. Plot Definitions I

Question: Dramatica defines 'event' as a part of a scene. Are you using the term in the same manner?

Answer: This is one of those "yes and no" kind of answers. In the Theory Book, Dramatica defines "event" as "an occurrence -- something that changes (or remains the same) enough to be noticed by an audience." Basically, I use that same definition, but I also list four characteristics that every event should have (you can find them, as well as my explicit definition of Event in Chapter 17).

As far as the "is an event a part of a scene?" question, let's just say that an "event" is a change in the plot direction and that should be a part of every scene (every scene should have an occurrence that advances the plot somehow), but not all parts of a scene should be events (there should be also character interactions, thematic expositions and genre matters).

So yes and no, as I've warned at the beginning.
